I heard today that France passed a law that women who cover their faces in public will be fined. It's not a stoning, but how is that any different than forcing them TO cover their faces?

Day 55 - A Thousand Splendid Suns
I finished an amazing and beautiful story today, I highly recommend it.
I heard today that France passed a law that women who cover their faces in public will be fined. It's not a stoning, but how is that any different than forcing them TO cover their faces?
